Andalucía's president unveils €1.78 billion storm recovery package as hundreds remain displaced
Regional president says “recovery will take time” after weeks of unprecedented weather chaos across Andalucía
Hundreds of people are still unable to return home after the wave of violent storms that battered Andalucía in recent weeks, as the Junta de Andalucía confirmed a €1.78 billion recovery package to help the hardest-hit sectors.A total of 773 people remain displaced across the region. The majority are in Cádiz, where 543 residents are still out of their homes. There are also 101 displaced in Granada, 75 in Jaén, 31 in Córdoba and 13 in Málaga.
Against that backdrop, the President of the Junta de Andalucía, Juanma Moreno, presented the new ‘Andalucía Acts Plan’ at the Palacio de San Telmo. He warned that the road back will not be quick.
“What the storm destroys cannot be recovered overnight,” he said plainly. “Recovery will take time.”
The emergency response comes after what Moreno described as an unprecedented series of storms that triggered “simultaneous emergencies in six of the eight Andalusian provinces”. In the immediate aftermath, more than 10,600 incidents were logged by the emergency services as Storm Marta swept through the region, leaving towns reeling and infrastructure under strain.
Under the newly announced package, €988 million has been earmarked for agriculture alone, including €700 million in direct aid. Road repairs are also a major concern, with damage estimated at more than €535 million and nearly 600 serious incidents recorded on the network.
There will be targeted support for the self-employed, up to €10,000 paid as €1,000 per month over ten months. Small and medium-sized businesses will be eligible for €3,500 per worker.
The plan also includes funds to rebuild schools and health centres, along with €4 million to improve emergency areas. Moreno said the aim is to “reduce waiting times” by carrying out partial repairs where possible so that services can resume in affected zones without waiting for full reconstruction.
He stressed that the current €1.78 billion allocation comes from a reorganisation of the existing Andalusian budget, and warned that the figure could rise once the full extent of the damage is known.
The announcement follows earlier warnings that the economic toll of the storms would run into the billions and that Andalucía was facing a long recovery ahead.
